Abstract
The use of drones for targeted
killings has become a central element of U.S. security policy since the
onset of the 'War on Terror'. This practice has not only sparked debates
surrounding international law and human rights but has also
significantly shaped the security policy discourse in Europe. Although
European states initially voices strong criticism regarding the
legitimacy of targeted killings, recent developments reveal a growing
alignment between European security policies and the U.S. doctrine. This
article examines how U.S. drone policy has influenced human rights and
security discourses in Germany. It demonstrates that between 2010 and
2022, the German discourse on targeted killings has undergone
significant shifts. While Germany has historically maintained a critical
perspective, its security debate has increasingly adopted a pragmatic
orientation. The article contends that U.S. drone policy has played a
key role in triggering this transformation, particularly in the initial
stages, profoundly impacting German debates on human rights and
security. Although human rights concerns continue to be relevant,
security interest have increasingly come to the forefront amid emerging
conflicts and growing political uncertainties.
