The article examines the multiple rationalities involved in the trajectory of entrepreneurial activity under conditions of radical uncertainty in the favela of Rocinha, Rio de Janeiro. The research is a qualitative analysis of the case of Carteiro Amigo, which can provide valuable insights into how entrepreneurial activity responds to change designing its trajectory through a balance between uncertainty and control. In doing so, we use the lens of effectuation theory combined with a structural feature of near-decomposability from Herbert Simon as an interpretive key to exploit locality and contingency through control strategy. As a result, the article sheds light on understanding what and how sustain the endurance of this entrepreneurial development journey over 20 years in Rocinha.
