›Loot boxes‹ and similar gambling-like mechanisms have become a staple in many videogames. Given their structural resemblance to gambling and the significant correlations betweenpurchasing loot boxes and problematic gaming and gambling behaviors, there is an ongoingpolitical debate on how to regulate these mechanisms, taking into account their associated risksand addiction prevention concerns. This paper contributes to the discussion by examining thecurrent legal framework in Germany, with a particular focus on determining who should pri-marily bear the responsibility for preventing the development of problematic behaviors amongplayers: parents or video game publishers.
