Abstract

The constitutional history of the late Qing Empire is mostly understood as a history of reception, i.e., of how Chinese political and intellectual actors adapted the Japanese model set by the Meiji Constitution of 1889, which in turn was based on various European models, mainly, although not exclusively, of German origin. Accordingly, the official policy of ‘constitutional preparation’ (yubei lixian 預備立憲) instituted in 1906 is interpreted as a belated response to the challenges of Western modernity, which by its conservative nature was at odds with the ‘tide of the time’ (shidai chaoliu 時代潮流).
