In unitary federal systems one might expect that - despite federal structures - citizenship remains more or less 'nationalized'. Our fresh data (CANS) throw new light on three elements which make up citizenship: a political, a social and an identity dimension. We find that in the unitary federal systems of Austria and Germany citizens do not choose between regional and national citizenship. Instead they develop a multi-level-citizenship which they see as the most adequate self-definition for their role in unitary federalism.
