Abstract

Based on a discussion of the principle of equivalent living conditions and various measurement concepts, taking housing costs into account, an index of the living conditions of employed persons for district regions is being developed for Germany, evaluated and used to measure changes in living conditions from 2010 to 2019. A slight equalization of living conditions is observed, which has been triggered by a catching-up process at the lower end of the distribution (east, sparsely populated rural areas), especially since 2015, but is limited by a disproportionate improvement at the top. Correlations with municipal debt and influx of people seeking protection are examined descriptively.
