Abstract

The purpose of this paper is to suggest a methodology of specific grid charges for controllable loads in Germany, e.g. for energy storage devices or electric vehicles. The aim of this concept is a cost allocation according to the polluter-pays principle. Furthermore, the solution shall provide an incentive system for flexible electricity consumption depending on the grid utilization. The actual costs for the power grid are to be considered which arise for a specific power delivery to controllable loads. This is characterized by the proportion of each individual consumption on the annual peak load of associated interconnected network areas. The cost allocation shall occur only by a power unit rate. Based on this methodology it is possible that an economic use of each individual consumer leads to the cost efficiency of the overall energy system. Furthermore, the cost takeover of controllable loads could help to harmonize the differing grid charges of uncontrollable loads in Germany.
