Abstract

Purpose: The overall aim of the Project KOMBINE is the implementation of the National Recommendations for Physical Activity and Physical Activity Promotion (Pfeifer & Rütten, 2017) in German municipalities. In the first phase, the aim was to develop an action model for population-based physical activity promotion in municipalities with a focus on vulnerable groups based on a co-creation approach.

Project Description: Development: Different stakeholders from the national state level, scientists with a background in public health and municipal representatives, met in two workshops, as well as in two working meetings within a period of four month. Furthermore, two reviews were conducted by the research team regarding a) the effectiveness and b) key factors of sustainable population-based physical activity promotion for vulnerable groups. The integration of practical (workshops and meetings with stakeholders) and scientific evidence (first review results) was used to develop the action model. 

Implementation and Evaluation: In cooperation with the Federal Centre for Health Education and the Statutory health insurance 64 stakeholders from 43 municipalities in Germany and 21 from the national state level were identified and agreed to participate in the process. (1) During workshop 1 (Nov/2018) all participants were clustered into three working groups representing different sizes of rural, urban, and large municipalities in Germany. Stakeholders identified 100 facilitators, 74 barriers, and 96 needs for population-based physical activity promotion with a special focus on vulnerable groups. (2) The results of workshop 1 were inductively categorized into 10 key components by the research team. (3) Afterwards, each working group met separately (Dec/2018) to discuss and validate the key components, as well as to assign them to a pre-developed 3-phase action model. (4) In the next step this version was enlarged into a 6-phase action model and discussed in a telephone meeting by each working group (Jan/2019). (5) At workshop 2 this action model was introduced to all stakeholders and finalized within a group discussion. 

Dissemination: In the second phase this action model will be participatively disseminated and evaluated in six rural, urban and large municipalities in Germany.

Conclusions: It is assumed that the early participation of different stakeholders will improve the sustained dissemination of population-based physical activity programs with a focus on vulnerable groups.
