Short description
The project
on the local structures and networks in international youth work is undergoing
further development under the conditions of the COVID 19 pandemic. The pandemic
provides a unique opportunity to shed light on the stability of local structures
and networks of international youth work in crises. A review of other past
crises (reunification, financial crisis, refugee crisis) will be conducted
through literature and document analyses as well as interviews and group
discussions with longstanding practitioners and administrative staff in the
field of international youth work. The question is which structures,
partnerships, initiatives, etc. were severely affected in the crisis and no
longer exist and which survived and why (quality of partnerships, type of
institutional anchoring, sustainability of projects, etc.). In the second step,
these questions are asked with regard to the Covid-19 situation. Through a
historical retrospective and an analysis of the current situation, insights
into minimally sufficient and necessary conditions, including institutional structures,
and successful strategies (priorities, modes of flexible support, etc.) of international
youth work in municipalities in crisis will be gained and proposals for the institutional
support of international youth work will be developed. The project is carried out in cooperation with Transfer e.V. within the framework of "Research and Practice in Dialogue - International Youth Work (FPD)".
Scientific Abstract
Das Projekt zur institutionellen kommunalen Verankerung der internationalen Jugendarbeit (IJA) erfährt unter den Bedingungen der COVID-19-Pandemie eine Weiterentwicklung. Die Pandemie wird zum Anlass genommen, die Stabilität der lokalen Strukturen und Netzwerke der IJA in Krisensituationen zu beleuchten. Dazu wird durch Literatur- und Dokumentenanalysen sowie durch Interviews bzw. Gruppendiskussionen mit langjährigen Mitarbeitenden in der IJA ein Rückblick auf andere vergangene Krisen gemacht (Wiedervereinigung, Finanzkrise, Flüchtlingskrise). Dabei geht es um die Frage, welche Strukturen, Partnerschaften, Initiativen etc. in der Krise schwer betroffen waren und nicht mehr existieren und welche überlebt haben und warum (Qualität der Partnerschaften, Art der institutionellen Verankerung, Nachhaltigkeit der Projekte etc.). Im zweiten Schritt werden diese Fragen im Hinblick auf die aktuelle Corona-Situation gestellt. Durch einen historischen Rückblick und eine Analyse der gegenwärtigen Situation sollen Erkenntnisse über minimal hinreichende und notwendige Bedingungen, auch institutionelle Verankerung, und über erfolgreiche Strategien (Prioritätensetzungen, Modi für eine flexible Unterstützung etc.) der IJA in Kommunen in Krisen gewonnen und Vorschläge zur institutionellen Stärkung der IJA entwickelt werden. Das Projekt wird in Kooperation mit Transfer e.V. im Rahmen von "Forschung und Praxis im Dialog - Internationale Jugendarbeit (FPD)" durchgeführt.
