Executive summary
Following a proposal from the European Commission, the Council of the European Union in November 2013 adopted a Recommendation (the first ever in the field of sport) on health-enhancing physical activity (HEPA) across sectors (2013/C 354/01)[1]. This Recommendation will be implemented through actions by the Member States (MS), which include a national focal point network. Monitoring will be based on the EU Physical Activity Guidelines (EU PA GL) and a set of indicators annexed to the Recommendation.
To support the monitoring provisions of the Recommendation, the Commission launched an invitation in 2014 to tender for a study on the implementation of the EU Physical Activity Guidelines. The contract (No EAC-2014-0574) with the successful consortium was signed on 15 December 2014.
The Tender group consisted of researchers from the University of Erlangen-Nürnberg (Germany), the University of Zurich (Switzerland), the University of Ulster (UK), and Cavill Associates Inc (UK). Between December 2014 and December 2015, the group carried out the following activities:
First project half:
· Preparing a draft for the revision of the SWD that accompanies the Council Recommendation
· Providing support to WHO in finalizing the questionnaire for the 23 indicators of the monitoring framework and the Physical Activity Country Factsheets.
· Organizing a series of webinars and provide on-going support via phone and e-mail to support focal points filling out the questionnaire
Second project half:
· Review of the SWD, and Focal Points’ responses on the questionnaire to make recommendations about potential future revisions to the SWD.
· Conducting a specific situation analysis of 6 Member States to learn more about the background against which Member States completed the questionnaire, to obtain direct feedback from Focal Points on questionnaire contents and procedures, and to gather concrete suggestions for future improvements.
· Documenting and securing results of the webinars and phone/e-mail support for future use by the EU and Focal Points.
Based on these activities, the group made recommendations to the European Commission for future improvements of the Monitoring Framework, the questionnaire, the SWD, and the support provided to Member States.
This report covers the activities and deliverables of a Tender issued by the European Commission, Directorate-General Education and Culture (DG EAC) to support the implementation of the European Physical Activity Guidelines in the year of 2015. The Tender group supported the EU Physical Activity Focal Point Network in the collection of data for the Monitoring Framework of the EU “Council Recommendation on promoting health-enhancing physical activity across sectors”. Specifically, the group provided revisions and reviews of the Staff Working Document (SWD) that accompanies the Monitoring Framework, supported the EU and WHO in developing a questionnaire, provided Focal Points with a series of webinars and ongoing support via phone and e-mail, and conducted an in-depth situation analysis in six of the Member States. Based on these activities, the group made recommendations to the European Commission for future improvements of the Monitoring Framework, the questionnaire, the SWD, and the support provided to Member States.
