Abstract

Due to the nuclear phase-out and the expansion of renewable energies,
new power lines are being planned in Germany. In 2014 quarrels
and debates arose over the planning of high-voltage co-current lines.
Critics described the projects as oversized, and complained about how
cultural landscapes would be spoiled by the overhead lines. In reaction
to political pressure from the regions concerned, the federal government
decided that all new direct current lines should be laid underground,
which is much more expensive but avoids negative impacts
on cultural landscapes. The article discusses whether the concepts of
nimbyism (‘not in my back yard’) and Wutbürger (‘enraged citizens’)
are adequate for explaining conflicts over energy infrastructure plans.
