Multi-level decision-making on regional development policies in Germany has evolved over time. The importance of the European dimension for regional decision-makers varies depending on the kind of strategy for regional development. It is greatest in the fields of regional aid and industrial restructuring and of much less importance with regard to research and technology policies, support for SMEs and cross-border and international regional cooperation. Multi-level governance of policy sectors had already been strongly criticized when it was still restricted to Germany federalism. The arguments made then can today be repeated for the joint decision-making process of three levels of government: the European, the national and the regional. It is therefore not surprising that the Lander celebrate every reform that increases their autonomy of decision-making, especially if it does not imply a loss of financial resources.
